J.D. Miller served in Harlan County for 33 years as a staff physician and CEO for the Clover Fork Clinic, the first primary care clinic sponsored by the Appalachian Regional Commission. Dr. Miller brought financial stability to the clinic by developing a strong sense of community ownership of the clinic and an electronic medical record. He retired from the clinic in 2006 and now serves on its board of directors. Since his retirement from the clinic, Dr. Miller has been the Vice President of Medical Affairs for Appalachian Regional Healthcare, a rural hospital system in Eastern Kentucky and southern West Virginia that provided $120 million in uncompensated care in fiscal year 2009. Dr. Miller chairs the Harlan County Board of Health and is vice-chair for the Cumberland Valley District Board of Health.
